The performance of the economic infrastructure has continued to flourish due to both government efforts and private sector investment in road rehabilitation, expansion of telecommunications services, modernization of port services, and improvement in marine, railway and air transport services. Foreign ownership of up to 100% is allowed in these ventures. IDIS can research potential ventures on the clients behalf and facilitate the development and monitoring of the project.
Profile
Tanzania is currently in the middle of a ten year Integrated Roads Programme, which is designed to upgrade 70% of the country 10,300 km of main roads and build some 3,000 km of new roads. In the mid 1998 the European Union announced an aid package of around US$ 1bn for upgrading and maintaining Tanzanian, Kenyan and Ugandan roads. In order to enhance efficiency, effectiveness and accountability in the road sector, the Government has established an autonomous executive agency, the Tanzania Roads Agency (TANROADS), responsible for the management of trunk road construction, rehabilitation and maintenance. A National Road Board performs its activities with representation from the private sector/road users and the Government (TIC, 2005).
Opportunities
• The Government welcomes investment in the Built, Operate and Transfer (BOT) projects.
• Starting in the 1990s the government launched a concession system aimed at attracting
domestic and foreign investors to build infrastructure. The Government has earmarked 4 roads and a bridge, which investors can construct and run through Build, Operate and Transfer (BOT) system.
